Gen. Timothy Ray, Commander of U.S. Air Force Global Strike Command, spoke to more than 600 people in academia, government, military, and industry of 11 nations, July 31, at U.S. Strategic Command’s annual deterrence symposium. He explained the command’s focus on “competing, deterring and winning” against threats in the 21st century. He noted that
