JOINT BASE SAN ANTONIO-RANDOLPH, Texas -- Recent changes to security classification guidance is driving the restriction of certain comments on evaluations, decorations and award nominations.
The Air Force Inspection System Security Classification Guide used by the Inspector General, and the Chairman of the Joint Chiefs of Staff Instruction 3263.05C, Nuclear Weapons Technical Inspections, has increased the classification of certain inspection grades frequently highlighted in select personnel documents.
The Air Force IG has elevated the overall grade of Initial Nuclear Surety Inspections (INSI) and the IG readiness grade for any Air Force unit to the minimum classification level of confidential.
Additionally, the Joint Staff elevated the overall grade and major graded areas (MGAs) of Nuclear Surety Inspections (NSI) to the same minimum level. These changes are control measures put in place to prevent revealing potential vulnerabilities to adversary forces.
As a result, revealing a unit's IG grade of readiness, NSI or INSI overall/MGA grade on any evaluation, decoration or award documents such as enlisted and officer performance reports, training reports, Promotion Recommendation Forms (PRF), letters of evaluation, citations and award nominations is prohibited.
NSI report grades are authorized for use in any unclassified document as long as the date of the inspection report is before March 15, 2017. NSI Inspection report grades dated March 15, 2017 and after are classified and unauthorized for use in any unclassified documents.
Similarly, INSI and IG Readiness Inspection report grades are authorized for use in any unclassified document as long as the date of the inspection report is prior to June 1, 2017. INSI and IG Readiness Inspection report grades dated June 1, 2017 and after are classified and unauthorized for use on any unclassified documents.
As a reminder, no classified information is authorized on any evaluation according to AFI 36-2406, Officer and Enlisted Evaluations Systems, paragraph 1.3.2, which states: "Do not enter classified information in any section of the evaluation."
Finally, the above also pertains to the Air Force Recognition Program. AFI 36-2803, The Air Force Awards and Decorations Program, paragraph 2.2.12 states: "Do not include any classified, highly sensitive, or special category information requiring special handling procedures in recommendations for decorations," and AFI 36-2805, Special Trophies and Awards, paragraph 2.1.13: "Do not send classified material.” Therefore, inspection grades are no longer authorized in any decoration or award packages on or after June 1, 2017.
