OFFUTT AIR FORCE BASE Neb.,-- An E-4B aircraft an emergency mobile command and control center, is towed out of it's hangar at the east end of Offutt's runway June 17. The E-4B serves as the National Airborne Operations Center for the president,  secretary of defense and the Joint Chiefs of Staff. If needed, the E-4B can provide a command, control and communications center to direct U.S. forces, execute emergency war orders and coordinate actions by civil authorities. 595th CACG activates at Offutt
